**This position is located in Baton Rouge, LA** Office of Federal Support & Grant Relations Job Focus Area The Louisiana Department of Education’s Division of Statewide Monitoring (DSM) annually produces over 200 compliance monitoring reports to local education agencies, nonpublic schools and nongovernmental organizations (NGOs), based on the Division’s desk review and on-site program monitoring activities. This position is located in a Section of the Division responsible for monitoring early childhood care and education programs serving infants to 4-year old children. This Section also monitors the compliance of high school Career and Technical Education programs with the nondiscrimination requirements in major federal civil rights laws, such as Title VI of the Civil Rights Act, Title IX of the Education Amendments of 1972, Section 504 of the Rehabilitation Act, and the Americans With Disabilities Act. We are looking for an Education Program Consultant 3 to serve as a team member in this Section and to conduct early childhood program monitoring of the Cecil J. Picard LA 4 Program (LA 4), the Nonpublic School Early Childhood Program (NSECD), and the Early Childhood Education Fund (ECEF), which serves infants to 3-year olds. The person filling this position will communicate directly with leaders in local education agencies such as Early Childhood Program Coordinators, Childcare Business Owners, and Administrators of Early Childhood Community Network Lead Agencies, throughout the state of Louisiana. Preferred Experience: Experience in Louisiana in the administration of the early childhood programs listed above. Experience in state-level education program administration, including grant monitoring activities. Experience with reading and interpreting the guidelines in federal, state and interagency agreements related to determining the compliance status of subgrantees. Seven years of experience in education, teaching, or administrative services; OR Six years of full-time work experience plus four years of experience in education, teaching, or administrative services; OR A bachelor's degree plus four years of experience in education, teaching, or administrative services; OR An advanced degree plus three years of experience in education, teaching, or administrative services. As an Education Program Consultant 3, you will support statewide efforts to provide local, public early childhood agencies and private providers with timely compliance monitoring results on an annual basis. In this role you will: Work within the Early Childhood (EC) Monitoring Unit to plan child/household eligibility monitoring samples, child attendance monitoring samples, and select the local agencies for each annual monitoring plan. Create individual monitoring announcements for subgrantees, with detailed information about the scope of the each EC monitoring event. Contact coordinators, directors, and supervisors of EC programs to provide effective technical assistance by telephone, email and via group meeting platforms at the commencement of each monitoring event, during the monitoring event and at the conclusion of each monitoring event. Oversee the corrective action activities performed by local agencies, and required by the LDOE, when a local agency is determined to be noncompliant with program guidelines and regulations. Communicate effectively about monitoring results with members of LDOE’s Early Childhood Care and Education leadership team. Position-Specific Details: Appointment Type: Probational, Promotional, or Job Appointment. The person hired for this position is expected to regularly report to the Baton Rouge office. Current permanent classified state employees may be required to accept a probationary appointment, if selected. Career Progression: This position does not participate in a Career Progression Group. Work Schedule: Work days are Monday - Friday; work hours will be determined. Compensation: The salary offered will be determined based on qualifications and experience. **Note regarding the advertised pay range: The Education Consultant series have a special entrance rate that is above the minimum hire rate for these positions.
