The City Clerk performs supervisory, clerical, and administrative duties to support city government operations, including election management, voter registration, and record maintenance. This role oversees the issuance of municipal licenses, maintains city ordinances and records, prepares meeting agendas and minutes, and provides information to the public and other stakeholders. The position requires certification in municipal clerking, strong organizational and communication skills, and proficiency with city-specific software such as WisVote.

Career Description
Provides a variety of routine and complex supervisory, clerical, and administrative work in the administration of the City government. Works under the direction of the Deputy City Administrator.
Duties/Responsiblities

  • Reviews and certifies nomination papers and petitions for validity and sufficiency. Supervises voter registration and all elections; assures proper set-up of voting equipment as needed at polling place, prepares and distributes ballots, including absentee ballots and all necessary supplies required for conduct of elections; recruits, trains and supervises election inspectors; delivery of ballots and election forms to County Clerk.
  • Wisconsin State Voter Registration System (WISVOTE) certification required within 90 days of employment.
  • Administers the issuance of municipal licenses, including business, animal, various regulatory licenses assigned in accordance with applicable City ordinances and other regulations.
  • Maintain City ordinance book.
  • Maintain City record filing system.
  • Administers oath of office to public officials.
  • As needed by Administrator, composes, types and edits a variety of correspondence, reports, memoranda, and other material which at times includes confidential information requiring judgment as to content, accuracy, and completeness.
  • Prepares, posts, and distributes agendas, materials, minutes and records of meetings.
  • Prepares and advertises meeting agendas, bid and other advertisements, and legal notices of public hearings and special meetings.
  • Attends regular and special City Council meetings; oversee or performs an accurate recording of the proceedings, preparation of the minutes proper legislative terminology, recording, indexing and filing for the public record; distributes information as requested.
  • Provides public records and information to citizens, civic groups, the media and other agencies as requested.
  • Files various reports with the State of Wisconsin as required by State Statute.
  • Other duties that may be assigned from time to time, including assisting other Departmental staff when necessary.
  • Regular full-time attendance at this position is required.
Other
Education and/or Experience
  • Graduation from a college or university with a bachelor's degree in business management, records management , public administration or a closely related field.
  • Two (2) years of related experience.
  • An equivalent combination of education and experience.
  • "Certified Municipal Clerk" designation within 3 years of employment.
  • Wisconsin Driver's License.

  • Specific vision abilities required by this job include close vision, ability to adjust focus, and the ability to sustain prolonged visual concentration.
  • Requires the ability to operate, maneuver and or provide simple but continuous adjustment on equipment, machinery and tools such as computer and other office machines, and or materials used in performing essential functions.
  • Ability to coordinate eyes, hands, feet and limbs in performing slightly skilled movements such as typing and to operate various pieces of office equipment.
  • Ability to recognize and identify degrees of similarities and differences between characteristics of colors, shapes and textures associated with job-related objects, materials and tasks.
  • The employee must exert light physical effort in sedentary to light work, occasionally involving lifting, carrying, pushing, pulling, crouching, crawling, kneeling, stooping and/or moving up to 40 pounds.
WORK ENVIRONMENT
  • The noise level in the work environment is moderately quiet. Work is typically performed in an office.
  • Ability to work under generally safe and comfortable conditions where exposure to environmental factors such as repetitive computer keyboard use, irate individuals and intimidation may cause discomfort and poses limited risk of injury.

Paid Time Off (PTO) - Regular full-time employees shall accrue PTO on a semi-monthly basis. PTO increases with years of service in accordance to the PTO schedule and is allocated accordingly on a semi-monthly basis.
Holiday - 10 paid holidays and 1 paid floating holiday
Wisconsin Retirement
All employees who work more than 1,200 hours a year are automatically enrolled in Wisconsin Retirement. The employee is responsible for 50% of the contribution. In 2025, 6.95% of the employee's salary is the contribution rate. This is deducted from each paycheck.
Life Insurance
New employees, not previously in WRS, are eligible for enrollment. The City pays for the basic plan.
Health Insurance
The City pays 88% of the lowest cost plan available under State Health Plan in the City's service area (Milwaukee County). No co-pay, No Deductible plan.
Dental Insurance
The employee may participate in dental insurance at their expense. Two programs are offered.
Retirees are eligible to continue their participation in the City's dental insurance program.
Deferred Compensation (457D)
The City offers three different plans for contributing to Deferred Compensation.
