NYC Department of Finance (DOF) is responsible for administering the city’s tax revenue laws fairly, efficiently, and transparently to foster public confidence and compliance while providing excellent customer service. The Legal Affairs Division acts as the in-house legal team for DOF, offering legal advice and services across city tax and revenue matters, including real property taxes, business income and excise taxes, collections, parking violations, treasury, land registry, FOIL, and employment law. Within Legal Affairs, the Conciliations Unit is an independent forum dedicated to resolving disputes through informal conferences related to City business and excise taxes. Responsibilities The Conciliations Unit seeks experienced attorneys with a background in State and Local Tax or tax audit matters to serve as Senior Tax Conciliator Attorneys. Reporting to the Senior Director, responsibilities include: Conducting conciliation conferences for tax cases. Managing a portfolio of complex tax cases involving significant financial, legal, or policy issues. Evaluating complex audit disputes to identify and resolve disagreements. Leading tax mediation conferences according to policies and procedures to resolve business income and excise tax issues. Reviewing taxpayer submissions and audit files to understand the facts and legal issues. Researching statutes, rules, and case law relevant to City tax matters and applying findings to cases. Ensuring taxpayers understand their rights and the process, and that all parties are clear on facts and positions. Reviewing submissions from taxpayers and DOF representatives. Communicating complex tax issues effectively during conferences and to the Director. Providing well-supported recommendations to the Director after analysis. Processing and closing cases in the Business Tax System. Minimum Qualifications Admission to the NY State Bar. At least one year of legal experience in the U.S. after admission, or six months as an Agency Attorney Intern. Candidates must remain members of the NY State Bar in good standing. Preferred Skills Experience in State and Local tax matters, especially resolving complex audit disputes. Excellent communication skills. Proficiency in MS Word and Excel, with willingness to learn DOF systems.
