For new positions, review a list of the major duties and responsibilities to be performed by new position and any other information necessary, e.g., supervisory controls, guidelines, personal contacts and purpose of contacts.


Task 2: As needed, consult with the supervisor of the position being classified or HR representative to gather necessary information to support the classification of the PD.


Task 3: Develop and classify the PD by applying Office of Personnel Management (OPM) classification standards, guides, and job family standards tools. This includes determination of the Pay Plan, Title, Series, and Grade. The paragraphs within the PD must reflect the general details necessary to describe the principle functions of the duties, knowledge, and skill typically required as well as the physical demands and working conditions. All non-supervisory position descriptions covered by classification standards written in Factor Evaluation System (FES) must be written in FES format. All supervisory position descriptions will list supervisory responsibilities. If applicable supervisory positions will be evaluated and classified by reference to the Office of Personnel Management's General Schedule Supervisory Guide (GSSG). If the GSSG is not applicable, then the position will be evaluated by application of an appropriate subject matter standard containing technical program management grading criteria.


Task 4: Prepare an evaluation statement for the PD which explains in sufficient detail the basis of the position classification


Task 5: Review the duties and responsibilities of the position and determine the appropriate position classification coding and data standards. Annotate the status on the OF-8. This include completing any ancillary forms requested by the FRTIB (e.g., FLSA form, 450 Job Aid, data standard code determination checklist) to document the rationale for a position code assignment.


Task 6: Submit the completed (unsigned) OF-8 and the PD to the FRTIB Human Resources representative.


Task 7: Review existing position descriptions to determine appropriate classification coding and data standards and annotate on the OF-8. This includes any ancillary forms to document the rationale.


Task 8: Conduct desk audit interview with the employee, supervisor and other subject matter experts with knowledge pertinent to the proper classification of the position. Review work samples and other pertinent documents that illustrate the kind and level of work performed. Determine the proper title, series and grade for the position and recommend a classification decision. Provide a detailed evaluation statement to support recommendation for position classification.
