Overview This position is located in the Department of Licensing and Consumer Protection (DLCP). DLCP is responsible for regulating the business activities in the District of Columbia by issuing business and professional licenses, registering corporations, inspecting, weighing, and measuring devices used for monetary profits, and issuing special events permits. DLCP protects the health, safety, economic interests, and quality of life of residents, businesses, and visitors in the District of Columbia by ensuring code compliance and regulating businesses. Responsibilities Incumbent serves as a Policy Analyst and is responsible for researching policy, coordinating with executive and senior managers for input on policy formulation, drafting legislation and agency implementation of vital policies, regulations, directives, procedures, etc., as needed to facilitate the attainment of departmental strategic plans, goals, and objectives. Provides collaboration assistance to the Office of Director regarding interpretation of legislation, regulations, Executive Orders and memoranda related to the DLCP. Conducts a continuing review and evaluation of District and Federal statutes and regulations or amendments relevant to the department, in consideration of implementing and complying with legislation; advises on administrative compliance and enforcement procedures; and provides clarification in instances of ambiguities and conflicts with other codes and regulations. Recommends and drafts new legislation and amendments to existing legislation and regulations for review and approval. Maintains and tracks a list of pending regulations, hearings and relevant legislation as they proceed through the legislative process. Provides research and analyses on substantive and sensitive issues related to the agency's programs. Drafts and prepares formal comments, testimonies, directives and correspondences; and memoranda with respect to proposed legislation, policies, operational procedures and reporting requirements. Provides coordination and preparation for any hearing, or legislative related meeting. Qualifications And Education Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, one (1) year of specialized experience must have been equivalent to the next lower grade level in the normal line of progression. Relevant work experience in research and policy analysis is preferred. Licenses and Certifications None.
