Job Description
JOB SUMMARY The City of Conroe seeks an experienced attorney representing governmental entities concerning municipal procurement, contracts, Public Information Act matters, planning and development matters, and other municipal legal items; preparing, tracking and analyzing contracts, ordinances, resolutions and other legal instruments; providing legal advice and opinions to the City Council, Staff and Boards and Commissions and attending evening meetings as required. The successful candidate may also assist with economic development, civil service matters and other duties as assigned by the City Attorney.
This Assistant City Attorney will assist the City Attorney, with minimal supervision, in performing technical and professional work as legal advisor to the City Council, City Administrator, department directors and managers on assigned issues of applicable local, State and Federal laws, regulations and ordinances affecting the City.
MINIMUM JOB REQUIREMENTS Education: Juris Doctorate from an accredited law school.
Experience: Three years or more of progressively responsible experience in municipal law representing governmental entities concerning procurement, contracts, and planning and development matters, along with general municipal government. Experience as an employee of a local governmental entity or law firm representing municipalities is preferred.
Licenses and Certificates: Membership in the State Bar of Texas. Possession of or ability to obtain license for practice before U.S. District Court. Possession of a valid driver's license.
KNOWLEDGE, SKILLS AND ABILITIES Knowledge of : Municipal procurement; contracts and construction law; economic development tools and agreements; planning and development issues; Public Information Act; Municipal Court prosecution. Organization function and authority of various City departments. Methods and techniques of legal research. Laws affecting municipal operations.
Skills in : Analyzing legal questions, applying correct legal principles, determining potential consequences of a proposed action and communicating facts and legal conclusions in a clear and logical form. Drafting contracts and other agreements, legal opinions, ordinances, resolutions, policies and other legal instruments. Identifying legal impediments and means for resolution. Effective oral and written communication with all levels of internal and external stakeholders. Strong research, writing, interpersonal skills and be team-oriented.
Ability to : Properly interpret Federal and State laws, regulations and case law, and local ordinances, codes, policies and procedures. Establish and maintain cooperative, effective working relationships with those contacted in the course of work. Meet deadlines and work under pressure. Pass a drug test, criminal history background check, social security verification number check, driver's license check and employment verification check. Meet the City's driving standards.
PHYSICAL DEMANDS The work is sedentary and requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Additionally, the following physical abilities are required: fingering, hearing, mental acuity, speaking, visual acuity and walking.
